Competition Update: Letter of Intent Deadline Extended
The deadline to submit a Letter of Intent to Apply has been extended to Wednesday, July 15, at 9:00 am CST.
Please complete the Letter of Intent template available in the Competition Materials section below and submit it to CoCTX611@amarillo.gov no later than the extended deadline.
To ensure a fair and consistent competition process, the CoC cannot accept Letters of Intent received after 9:00 am CST on Wednesday, July 15. Submission of a Letter of Intent is required of all project applicants.
The U.S. Department of Housing and Urban Development (HUD) has released the Fiscal Year 2026 Continuum of Care and Youth Homelessness Demonstration Program (YHDP) Notice of Funding Opportunity (NOFO). The FY 2026 NOFO includes funding opportunities for Continuum of Care projects. Amarillo is not currently a YHDP community and does not have YHDP-funded projects eligible for renewal or replacement funding through this competition.

The Amarillo Continuum of Care TX-611 local competition opens on July 1, 2026, and closes on July 27, 2026 at 4:30 p.m. The Amarillo CoC is requesting applications from local providers. This opportunity is available to CoC TX-611 member agencies AND other nonprofit and faith-based organizations in Amarillo. The CoC welcomes NEW applicants to apply, including those who are not current members of CoC TX-611.
Note: HUD has made significant changes to its policies and priorities for the Fiscal Year 2026 application cycle. The CoC encourages all applicants to carefully review the full NOFO and all competition materials before preparing and submitting an application.

Additional Details for all Project Applicants
- Accuracy matters. The CoC will be scored on the accuracy of all attachments to the CoC Application and all project applications.
- Projects are required to provide 25% of the requested project funds in matching dollars or in-kind services. Match letters must be secured and submitted along with the project application. All match documentation must be uploaded in eSNAPS.
- The CoC’s Annual Renewal Demand (ARD) is $453,996.
- Tier 1 is smaller this year, limited to 60%, or $272,397.60 of the ARD. Renewal projects that are high performing will be placed in Tier 1, according to the CoC’s NOFO policies and procedures.
- Homeless Management Information System (HMIS) projects will be prioritized and ranked at the top of Tier 1.
- Only high-performing renewal projects will be placed in Tier 1, according to the CoC’s NOFO Policies and Procedures
- Tier 2 funding includes the remainder for the CoC’s ARD, CoC Bonus, and DV Bonus amounts. The CoC is awaiting HUD’s release of the 2026 PPRN to determine Tier 2 amounts.
- *NEW* The NOFO Selection Process indicates the order in which project funding will be selected and awarded by HUD.
- New project types accepted in the local competition include Transitional Housing (TH) and Supportive Services Only (SSO) projects.
- Threshold requirements for new and renewal projects have been updated.

The U.S. Department of Housing and Urban Development (HUD) has released the Fiscal Year (FY) 2026 Continuum of Care (CoC) Program Notice of Funding Opportunity (NOFO). The FY 2026 NOFO includes funding opportunities for Continuum of Care projects.
The Amarillo Continuum of Care (TX-611) will release local competition materials, timelines, and application guidance in the coming days. Organizations interested in applying for CoC funding are encouraged to monitor this page regularly for updates regarding the local competition process.

Continuum of Care (CoC) 2025 NOFO – January 16, 2026
January 16, 2026: Continuum of Care (CoC) 2025 NOFO
Update:
The U.S. Department of Housing and Urban Development (HUD) has re-posted the FY2024–2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO). This NOFO was originally published in 2024 and was originally intended to guide a two-year grant cycle. At this time, HUD has determined it will continue to follow the two-year NOFO. The NOFO governs funding for existing and proposed CoC-funded homelessness programs.

Under the FY24-25 CoC NOFO, CoCs are directed to determine whether to:
- Renew all eligible projects
- Eligible projects are listed in the Grant Inventory Worksheet (GIW) and do not demonstrate chronic underperformance; or
- Renew eligible projects and voluntarily reallocate some project funds, triggering a local competition.
After reviewing HUD guidance and local project performance, the CoC TX-611 has elected to renew all eligible CoC projects. The CoC will not pursue voluntary reallocation during this grant cycle.
Projects eligible for renewal include:
- Homeless Management Information System (HMIS)
- Coming Home, Permanent Supportive Housing Project
- Shelter Plus Care, Permanent Supportive Housing Project

All projects included for renewal are currently eligible under HUD requirements and do not demonstrate chronic underperformance. As a result, the CoC will not conduct a local competition for this NOFO cycle.
The CoC’s full application will be submitted to HUD by February 9, 2026.

FY25 CoC NOFO Update – December 9, 2025
On December 8, 2025, HUD rescinded its previously posted FY2025 CoC NOFO, posting the following information on HUD’s CoC Program website: FY 25 COC NOFO Update
The Department has withdrawn a Notice of Funding Opportunity (NOFO) with respect to the Continuum of Care (CoC) grant program. This withdrawal will allow the Department to make appropriate revisions to the NOFO, and the Department intends to do so. In the previous FY 24-25 NOFO, the Department reserved the right to make changes to the NOFO instead of processing renewals for a variety of reasons, including to accommodate a new CoC or Youth Homelessness Demonstration Program (YHDP) priority or new funding source. The Department still intends to exercise this discretion and make changes to the previously issued CoC NOFO to account for new priorities. HUD anticipates reissuing a modified NOFO well in advance of the deadline for obligation of available Fiscal Year 2025 funds.
We do not have any additional information regarding HUD’s timeline for revising and reissuing the competition NOFO, but the statement does suggest they do intend to reissue a revised NOFO. We are actively assessing the impact to our local competition timeline, and we will discuss these unexpected changes with the TX-611 CoC Board during the scheduled meeting on Thursday, December 11, 2025.
At this time, we will continue with the following scheduled items listed in the published timeline for our local competition:
- Today, 12/9: All-day TA session for project applicants at the Simms building, Room 275, 9:30 a.m. – 4:30 p.m.
- Tomorrow, 12/10: Local project applications are due to our office at noon, 12:00 p.m. eSNAPS still has not published or made available the project applications on that platform, so agencies are only required to submit their completed application with required attachments to our office by tomorrow’s deadline.
After receiving project applications on December 10, we will pause the local process until we have further guidance from HUD. In the meantime, we will maintain ongoing communication to ensure the community is aware of any NOFO changes or updates in the 2025 NOFO process. We will provide updates as soon as we have reliable information to share.

The 2025 HUD CoC NOFO was released on Thursday, November 13, 2025. The Amarillo Continuum of Care has posted the local competition and is requesting applications from local providers. This opportunity is available to member agencies of CoC TX-611 along with other nonprofit and faith-based organizations in Amarillo. The CoC welcomes NEW applicants to apply, including those who are not current members of CoC TX-611.
This year, HUD introduced substantial policy and scoring changes. The competition window also includes several major holidays, making the local application window significantly shorter.

The CoC encourages new and existing applicants to consider applying. Agencies that participate in the TX-611 CoC and those that are not participants are welcome to apply. Nonprofit and faith-based organizations without any previous CoC funding experience are encouraged to apply. - Only high-performing renewal projects will be placed in Tier 1, according to the CoC’s NOFO Policies and Procedures
- 70% of the CoC’s total ARD must be placed in Tier 2—or approximately $308,378.
- CoC Bonus and DV Bonus projects are placed in Tier 2.
- Permanent Housing Limitation: No more than 30% of ARD may be used to fund Permanent Housing (PSH + RRH) projects.
- Threshold requirements for new and renewal projects have been updated.
- Scoring has been revised:

The Continuum of Care Program is designed to:
- Promote community-wide planning and strategic use of resources to address homelessness
- Improve coordination and integration with mainstream resources and other programs targeted to people experiencing homelessness
- Improve data collection and performance measurement
- Allow each community to tailor its program to the particular strengths and challenges within the community

The Charter identifies the Continuum of Care’s governance structure, including Continuum of Care Lead/Collaborative Applicant and HMIS Lead Agency designations and purposes. The Charter also describes the purposes of the Continuum of Care Board and other committees.

What is the Continuum of Care Program, and what services does it offer?
The Continuum of Care Program is designed to promote community-wide planning and strategic use of resources to address homelessness; improve coordination and integration with mainstream resources and other programs targeted to people experiencing homelessness; and improve data collection and performance measurement.

Point-in-time count (PIT Count)
The Point-in-Time (PIT) count is a count of sheltered and unsheltered people experiencing homelessness on a single night in January. The Amarillo Continuum of Care is required to conduct a PIT count of people experiencing homelessness at least every other year.
What is the Point-in-Time (PIT) Count, and how often is it conducted?
The PIT Count is an annual count of sheltered and unsheltered people experiencing homelessness on a single night in January. HUD requires communities to conduct a PIT Count once every two years. The results of the count are included in the Annual Homeless Assessment Report (AHAR) and presented to Congress each year. For Amarillo, the PIT Count is conducted every year during the last week of January.
What were the PIT Count results for Amarillo in recent years?
The Amarillo PIT (Point-In-Time) Count data shows the following numbers over the years: 647 in 2019, 600 in 2020, 495 in 2021, 547 in 2022, 692 in 2023, and 525 in 2024.
Homeless Management Information System (HMIS) Information for Providers
The HEARTH Act, enacted into law on May 20, 2009 requires that all communities have an HMIS with the capacity to collect unduplicated counts of individuals and families experiencing homelessness. Through HMIS, our community can collect information from projects serving individuals and families experiencing homelessness to use as part of their needs analyses and to establish funding priorities. The Act also codified into law certain data collection requirements integral to HMIS. With enactment of the HEARTH Act, HMIS participation became a statutory requirement for recipients and sub-recipients of the Continuum of Care Program.
What is the Homeless Management Information System, and why is it essential?
HMIS is a local information technology system collecting client-level data and data on housing and services for individuals and families at risk or experiencing homelessness. It is crucial for needs analysis and funding priorities.

Continuum of Care Funding/Competition Information
The Continuum of Care Program Competition occurs annually. Each Fiscal Year (FY) Competition process begins with Registration of Continuum of Care by designated Collaborative Applicants, followed by the Continuum of Care review of Grant Inventory Worksheets (GIW) and the release of the Continuum of Care Program NOFO. The FY Competition ends when the final funding announcement is released by HUD.

The Amarillo TX-611 Continuum of Care announces the competition for HUD Continuum of Care funding. This opportunity is available to TX-611 agencies.
This competition is to award funding made available through the HUD Continuum of Care Notification of Funding Opportunity (NOFO) issued on July 31, 2024. The FY 2024 and FY 2025 Continuum of Care Funding Notice, as authorized by Title IV of the McKinney-Vento Homeless Assistance Act.
