The City of Amarillo Community Development Department has prepared the Consolidated Annual Performance and Evaluation Report (CAPER) for the period of October 1, 2024, through September 30, 2025. This report summarizes the accomplishments and performance of each program in relation to the priorities and strategies established in the City’s 2020–2024 Consolidated Plan. The 2024–2025 CAPER represents the completion of the fifth and final year of the five-year Consolidated Plan.
The CAPER is available here and may be examined in person or copied at the Community Development Department, weekdays from 8:30 am to 4:30 pm, located at 808 S. Buchanan St., Amarillo, TX 79101. Public comments can be submitted in person at the Department, over the phone, or by mail or email.

Notice of Pre-Application Enrollment for the Housing Choice Voucher Program (HCV)
July 23, 2025
The Amarillo Housing Authority (AHA) will open the pre-application enrollment for its Housing Choice Voucher Program (HCV) Waitlist Lottery on Wednesday, August 6, 2025, at 9:00 am CST. Instructions regarding how to apply and selection criteria is explained on the attached English and Spanish public notice documents.
The HCV Program (previously known as Section 8) provides rental assistance for low-income individuals and families. All applicants will have an equal opportunity for selection in compliance with U.S. Department of Housing and Urban Development (HUD) regulations. Selection will also reflect the application of local preferences as outlined in the AHA Administrative Plan.

Public Hearing and Public Comment Period
July 2 to July 31, 2025
The City of Amarillo invites residents to review and provide feedback on three key planning documents: the 2025–2029 Consolidated Plan (English) & 2025-2029 Consolidated Plan (Spanish), the 2025 Annual Action Plan Allocations, and the Citizen Participation Plan (English) & Citizen Participation Plan (Spanish). These documents guide the use of federal funds for housing, neighborhood improvements, and community services.
A 30-day public comment period runs from July 2 to July 31, 2025, with a final City Council hearing on July 22, 2025.
The 2025-2029 Consolidated Plan, the 2025 Annual Action Plan Allocations, and the Citizen Participation Plan may be examined in person or copied at the Community Development Department, weekdays from 8:30 am to 4:30 pm. Public comment will be accepted in person through July 31, 2025, at 808 S. Buchanan St, Amarillo, TX 79101. Our goals for citizen participation include encouraging engagement in local government, providing opportunities for collaboration, ensuring transparency, and providing City officials with essential information about citizens’ perceptions and priorities. We invite you to be an active participant in shaping the future of our community.
The City of Amarillo has received the following funding allocations for Fiscal Year 2024-2025:
- Community Development Block Grant (CDBG): $1,590,799
- HOME Allocation: $697,926
Applications from local nonprofits and community organizations will be accepted starting April 1, 2024, for the funding period of October 1, 2024 – September 30, 2025. Funding is provided through the CDBG entitlement grant from the U.S. Department of Housing & Urban Development (HUD).
For reference, the allocations for Fiscal Year 2023-2024 were:
- CDBG: $1,628,247
- HOME Allocation: $865,228
