CoC TX-611 Local Competition Resources, Deadlines, Background and HUD NOFO Changes
The 2025 HUD CoC NOFO was released on Thursday, November 13, 2025. The Amarillo Continuum of Care has posted the local competition and is requesting applications from local providers. This opportunity is available to member agencies of CoC TX-611 along with other nonprofit and faith-based organizations in Amarillo. The CoC welcomes NEW applicants to apply, including those who are not current members of CoC TX-611.
This year, HUD introduced substantial policy and scoring changes. The competition window also includes several major holidays, making the local application window significantly shorter.
All applicants are strongly encouraged to review this announcement in full, along with:

Local Competition Dates & Deadlines: (November 24th, 2025 - January 14, 2026)
November 13, 2025: HUD COC NOFO Released
November 24, 2025: Local Competition Opens. Public posting of local NOFO, announcing submission deadlines. The local NOFO is published publicly on the CoC webpage, the City of Amarillo and CoC social media channels, and in local newspaper publications. Agencies are notified by email (CoC general membership) and through the United Way Listserv.
November 25, 2025: Technical Assistance eSNAPS workshops & application components

December 2, 2025: Technical Assistance eSNAPS workshops and application components

December 2, 2025: Notice of Intent to Apply due no later than 4:30 pm CST. ALL project applications are required to submit Intent to Apply to be eligible for the local competition. Include project type and population served. Submit to: CoCTX611@amarillo.gov
December 9, 2025: All-day TA workshop to review application submissions for completeness; Simms Building, Room 275, 9:30 a.m. – 4:30 p.m.
December 10, 2025: Completed project applications due by 12 p.m. (noon). All Project application packages consisting of the project application(s) and all required attachments, including match letters and nonprofit documentation when applicable, must be submitted in e-snaps and in-person at the Community Development office by the deadline. Any project application packages that are not submitted on time or are incomplete will not included in the CoC application. There is no flexibility in this timeline, so all applicants should begin work immediately.
December 11, 2025: Scoring and Ranking Committee meet to review applications. Applicants are notified of scoring decisions via email as soon as scoring and ranking is complete.
December 12, 2025: Initial list of project rankings posted on CoC webpage (part of the Community Development website, CoC webpage
December 17, 2025: Appeals due to Community Development office (Submit appeals to: CoCTX611@amarillo.gov) by 9:00 a.m. on December 17th for any project not scored among Tier 1 applications.
December 18, 2025: Appeals panel convenes to review appeals and make a final scoring and ranking recommendation to the CoC Board. Appeals panel will inform all appealing agencies of its decision by 12 pm (noon).
December 19, 2025: CoC Executive Board representative will review and approve the final scoring and ranking recommendation.
December 23, 2025: Final Scoring and Ranking of all projects are posted on the CoC webpage. Final Rankings with attached project applications will be posted in eSNAPS by this date. Any required changes to project applications in eSNAPS must be submitted by this date.
January 12, 2026: Collaborative Application and Project Applications submitted in eSNAPS and posted on the CoC webpage
January 14, 2026: Deadline for the CoC to submit the Collaborative application to HUD
Background Information for Project Applicants:
The CoC encourages new and existing applicants to consider applying. Agencies that participate in the TX-611 CoC and those that are not participants are welcome to apply. Nonprofit and faith-based organizations without any previous CoC funding experience are encouraged to apply. Applicants should be aware of the following:
- Significant policy and scoring changes apply this year.
- Applicants must be familiar with:
- 24 CFR part 578 (the CoC Program Interim Rule): 24 CFR Part 578 — Continuum of Care Program
- HUD CPD 16-11 (PSH Prioritization Notice) 16-11cpdn.pdf
- All other HUD CPD guidance governing the CoC Program.
- All funded projects must participate in the Homeless Management Information System (HMIS).
- The HUD timeline is extremely condensed — please evaluate your agency’s capacity before applying.
- Applicants with questions about New Projects, CoC Bonus, DV Bonus, or Reallocation should contact the CoC before the December 2nd Notice of Intent deadline.
Additional Details for all Project Applicants:
- Accuracy matters. The CoC will be scored on the accuracy of all attachments to the CoC Application and all project applications.
- Match letters must be secured immediately. All match documentation must be uploaded in eSNAPS.
- The CoC’s Annual Renewal Demand (ARD) is $440,540.
- Tier 1 is smaller this year, limited to 30%, or $132,162 of the ARD. Renewal projects that are high performing will be placed in Tier 1, according to the CoC’s NOFO policies and procedures.
- Only high-performing renewal projects will be placed in Tier 1, according to the CoC’s NOFO Policies and Procedures
- 70% of the CoC’s total ARD must be placed in Tier 2—or approximately $308,378.
- CoC Bonus and DV Bonus projects are placed in Tier 2.
- Permanent Housing Limitation: No more than 30% of ARD may be used to fund Permanent Housing (PSH + RRH) projects.
- Threshold requirements for new and renewal projects have been updated.
- Scoring has been revised:
- HUD no longer awards 10 points for Housing First.
- Points now prioritize supportive service participation requirements.
- HUD policy priorities have changed significantly, with new emphasis on:
- Mandatory supportive services
- Treatment and recovery access
- Public safety alignment
- Service participation requirements under 24 CFR 578.75(h)

The Continuum of Care Program is designed to:
- Promote community-wide planning and strategic use of resource to address homelessness
- Improve coordination and integration with mainstream resources and other programs targeted to people experiencing homelessness
- Improve data collection and performance measurement
- Allow each community to tailor its program to the particular strengths and challenges within the community

Point-in-time count (PIT Count)
The Point-in-Time (PIT) count is a count of sheltered and unsheltered people experiencing homelessness on a single night in January. The Amarillo Continuum of Care is required to conduct a PIT count of people experiencing homelessness at least every other year.
What is the Point-in-Time (PIT) Count, and how often is it conducted?
The PIT Count is an annual count of sheltered and unsheltered people experiencing homelessness on a single night in January. HUD requires communities to conduct a PIT Count once every two years. The results of the count are included in the Annual Homeless Assessment Report (AHAR) and presented to Congress each year. For Amarillo, the PIT Count is conducted every year during the last week of January.
What were the PIT Count results for Amarillo in recent years?
The Amarillo PIT (Point-In-Time) Count data shows the following numbers over the years: 647 in 2019, 600 in 2020, 495 in 2021, 547 in 2022, 692 in 2023, and 525 in 2024.
Homeless Management Information System (HMIS) Information for Providers
The HEARTH Act, enacted into law on May 20, 2009 requires that all communities have an HMIS with the capacity to collect unduplicated counts of individuals and families experiencing homelessness. Through HMIS, our community can collect information from projects serving individuals and families experiencing homelessness to use as part of their needs analyses and to establish funding priorities. The Act also codified into law certain data collection requirements integral to HMIS. With enactment of the HEARTH Act, HMIS participation became a statutory requirement for recipients and sub-recipients of the Continuum of Care Program.

HMIS is a local information technology system collecting client-level data and data on housing and services for individuals and families at risk or experiencing homelessness. It is crucial for needs analysis and funding priorities.

Continuum of Care Funding/Competition Information
The Continuum of Care Program Competition occurs annually. Each Fiscal Year (FY) Competition process begins with Registration of Continuum of Care by designated Collaborative Applicants, followed by the Continuum of Care review of Grant Inventory Worksheets (GIW) and the release of the Continuum of Care Program NOFO. The FY Competition ends when the final funding announcement is released by HUD.
