The Amarillo City Council is made up of the Mayor and four Councilmembers, each elected to serve two-year terms. Together, they set policies, approve budgets, and guide the city’s strategic direction.

The current Council, elected in May 2025 and serving through May 2027, includes:

Cole Stanley – Mayor

Cole Stanley was born and raised in Amarillo and has been in business as a residential and commercial builder since 1999. Cole and his family attend church at Messiah’s House.

Cole has a heart for mentoring business owners. He has dedicated his life to encouraging and fostering small businesses through mentoring and has helped start almost 30 small businesses in Amarillo, nearly all of whom are still operating today. Above all else, he believes that access to opportunity should be across Amarillo and not limited by education, status, or zip code.

Cole and his wife Shiloh have been married for 23 years and have two beautiful daughters, Avery and Addison. Avery owns a small business in Canyon, TX and Addison is a freshman at Dallas Baptist University. 

Cole served as Councilmember, Place 1 from 2021 – 2023, prior to taking the office of Mayor.

Tim Reid – Councilmember, Place 1

Tim Reid has been the Executive Director of the Texas Panhandle War Memorial since September 26, 2022. Mr. Reid graduated from Montclair State University in 1982 with a B.A. in Communications, and then received his certification in Criminal Justice from Seton Hall University in 1983. He graduated from the FBI Academy in Quantico, Virginia, in 1986 and was assigned to the Dallas Field Office. After a brief stay in Dallas, he was reassigned to the Amarillo Resident Agency, working as a street agent and then as the Senior Resident Agent.

Tim spent 32 years in law enforcement, retiring in 2013 from the Federal Bureau of Investigation as the Unit Chief of Law Enforcement Online of the FBI’s Criminal Justice Information Services Division. During this time, he had overseas assignments in South America, Africa, and Asia, including tours in Iraq and Pakistan during Operation Iraqi Freedom.

He then moved back to Amarillo and began a career in education, serving as the Director of Athletics and Campus Safety at Ascension Academy. During his tenure there, he also taught Geography, Crime Scene Forensics, and Geopolitics and coached boys’ and girls’ varsity basketball and tennis.

Tim has been a long-time advocate for children. From 1992 to 1997, he served as board president of Potter-Randall Counties Child Protective Services and helped co-found Amarillo Area CASA, where he served as board president in 1998. From 1997 to 2005, Mr. Reid served on the Canyon ISD Board of Trustees. He was elected to the Texas Association of School Boards and served as a budget committee member in 2005. Mr. Reid has also served as a board member of the Golden Spread Council of the Boy Scouts, Amarillo Zoo Friends, and presently serves on the advisory board of the Heart Gallery.

Tim and his wife Katy have a blended family with five children, Emily, John, Timothy, Mary Clair, and Emma, seven grandchildren, and one great-grandchild, Arabell.

Don Tipps – Councilmember, Place 2

Don Tipps is a dedicated and passionate member of the Amarillo City Council, working to make our community a better place to live, work and thrive. Born and raised in Amarillo, Don has deep roots in Amarillo and an understanding of its unique needs and challenges.

Don’s journey in education began at Amarillo College, where he laid the foundation for his academic pursuits.  He later completed his business administration degree at West Texas A&M University, equipping him with the knowledge and skill necessary for success in the business world.  In 2000, Don took a significant leap and started his own insurance agency, demonstrating his entrepreneurial spirit and commitment to serving the community.  Throughout his career, he has been dedicated to providing quality insurance services and building relationships with his clients.

Don’s personal life is anchored by his marriage to his wife, Kristi, and together, they have been blessed with six adult children.  Family has always been a cornerstone for Don, and he understands the importance of fostering a safe, nurturing environment for future generations.

In 2019, Don and his wife embarked on a new venture by staring their own property investment company.  This endeavor further showcases his innovative thinking and determination to contribute to the economic growth and stability of our city.

Don’s character is defined by his unwavering integrity, which guides his actions both personally and professionally.  As a member and leader of Trinity Fellowship church since 1989, he has demonstrated his commitment to faith and service, fostering a sense of community and compassion among its members.

As a city council member, Don brings experience, business acumen, and a genuine love for our city to the table.  His dedication to improving the lives of our residents and his ability to tackle challenges head-on make him an asset to our city. His goal is to guide our city to a bright and prosperous future.

David Prescott – Councilmember, Place 3

W. David Prescott, P.G., was elected after a runoff election in June of 2025 as a member of the Amarillo City Council. Prescott brings nearly three decades of business leadership, environmental expertise, and civic involvement to the role. Prescott is the founder and president of Talon/LPE, a regional environmental consulting and engineering firm headquartered in Amarillo, with offices across Texas and New Mexico. Since establishing the company in 1997, he has overseen large-scale aquifer and wastewater remediation projects, gaining a national reputation for tackling complex infrastructure and environmental challenges.

 

As a lifelong learner, Prescott holds a Bachelor of Science in Environmental Science and Biology, a Master of Science in Environmental Science, and an M.B.A. in Business Leadership and Management, all from West Texas A&M University. He is currently pursuing a Ph.D. in Agricultural Sciences at WTAMU. Prescott is a Licensed Professional Geologist in Texas and Wyoming.

 

Prescott is also the co-author of Creative Destruction: How ESG Mandates Are Destroying Capitalism, Costing You Money, and Wrecking America, a book that critically examines the impact of Environmental, Social, and Governance (ESG) mandates on American business and society. The book has garnered significant attention and achieved Amazon best-seller status, reflecting its resonance with readers concerned about the future of capitalism and economic freedom.

 

As a recognized thought leader, Prescott has been invited as a keynote speaker at major industry events, including Young Presidents’ Organization (YPO) forums,  the American Association of Professional Landmen (AAPL) National Landmen Conference, the Texas Alliance of Energy Producers, and the Panhandle Producers and Royalty Owners Association. His insights have also been featured on numerous national and international podcasts, where he discusses the intersection of business, energy policy, and sustainability. Through these platforms, Prescott shares his expertise on market-driven solutions and the challenges posed by regulatory overreach. His broad reach as an author and speaker underscores his influence in shaping conversations around economic policy and environmental stewardship.

 

His commitment to public service is reflected in his extensive civic leadership. Prescott was first appointed to the Texas Board of Professional Geoscientists by Governor Rick Perry in 2013, reappointed by Governor Greg Abbott in 2019, and named Board Chair in 2023. Locally, he served as chair of the Amarillo Area Foundation and is past president of the Golden Spread Council of the Boy Scouts of America, where he was honored with the Silver Beaver Award. He has also served on the boards of the Amarillo Chamber of Commerce, Amarillo Symphony, Amarillo Tri-State Fair, and the American Red Cross, among others.

 

Prescott’s council priorities include strengthening Amarillo’s infrastructure specifically waste water, supporting business growth through metric driven analysis, building the local workforce, ensuring government transparency and trust, and maintaining public safety. He is dedicated to making Amarillo a desirable place to work and raise a family, emphasizing that “the city’s greatest asset” is its people.

 

A resident of Amarillo since 1990, Prescott is married to Cari and has two grown sons, Will and Luke. He continues to invest in the community that shaped his life and career, committed to responsible leadership and a vision for Amarillo’s future.

Les Simpson – Councilmember, Place 4

Les Simpson was elected to serve on the Amarillo City Council in June 2023. He’s been a resident of Amarillo since 2002.

Les was publisher of the Amarillo Globe-News from 2002-2018. After leaving the newspaper, he started his own business, The Entrepreneur’s Source. He helps clients explore business ownership as a possibility to reach their goals and has worked with many clients who have started their own businesses in Amarillo and across the country.

He has served in a variety of community roles, including co-chairing the United Way fundraising campaign and serving on the board of directors of the Amarillo Chamber of Commerce, the West Texas A&M University Foundation, the Globe-News Center for the Performing Arts, the Amarillo Club and other community organizations.

He was the founding board president of Downtown Amarillo Inc. and a member of the City of Amarillo Local Government Corporation, which oversaw the development of several downtown catalyst projects, including Hodgetown, home of the AA affiliate of the Arizona Diamondbacks.

Les is married to Denise, a pharmacist. They are members of First Baptist Church. Their family includes daughter Faith, her husband Taylor and their son Miller; daughter Meredith and a mini-Australian Shepherd, Murphy.
