The Federal Highway Administration (FHWA) Texas Division and the Federal Transit Administration (FTA Region VI) will conduct a formal TMA Federal Certification Review of the Amarillo Metropolitan Planning Organization’s (MPO) transportation planning process. 

This review ensures the MPO is meeting federal requirements and effectively carrying out a continuing, cooperative, and comprehensive planning process.

The agenda will be posted here prior to the meeting.

Public input is an important part of this process. Comments submitted through the form below will be reviewed by FHWA and FTA as part of the certification.

An opportunity is available to comment on the transportation planning process in the Amarillo region. Your input is sought as part of a review that will assess compliance with federal regulations pertaining to the transportation planning process conducted by the Amarillo Metropolitan Planning Organization (Amarillo MPO), the Texas Department of Transportation (TxDOT), Panhandle Regional Planning Commission (PRPC), City of Amarillo, City of Canyon, Randall County, Potter County and local units of government in the Amarillo area. The Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA)  will conduct a certification review of the metropolitan transportation planning process in the Amarillo region beginning on July 23, 2025, at 8:30 a.m., and continuing through ½ day on July 24, 2025, at 8:30 a.m. This review by FHWA and FTA is required as part of Amarillo MPO’s designation as a Transportation Management Area (TMA). For any federal transportation funds to be spent in the region, the MPO process must be certified every four years by the federal agencies in compliance with federal planning requirements.

The public is invited to provide comments at several opportunities:

  • Amarillo MPO Policy Committee Meeting on July 10, 2025, at 1:30 p.m., located at 808 S. Buchanan, Amarillo, TX 79101, Conference Room 275.  Details may be found on the meeting notice or on our website at Amarillo Metropolitan Planning Organization – City of Amarillo.
  • Additionally, the FHWA-FTA Regional Roundtable scheduled for late afternoon on Day #1 (July 23, 2025), as shown on the public agenda, provides another opportunity for the public and modal stakeholders to share input directly with federal partners during the certification review process.  Details may be found on the meeting notice or on our website at MPO TMA Federal Certification Review – City of Amarillo.
