TITLE VI Notice of Rights
  • The City of Amarillo operates its programs and services without regard to race, color and national origin in accordance with Title VI of the Civil Rights Act.  Any person who believes they have been aggrieved by any unlawful discriminatory practice under Title VI may file a complaint with the City of Amarillo.

Any person who believes that he or she has been discriminated against by any member of Amarillo City Transit covered by the ADA, may file a complaint by completing and submitting ACT’s ADA complaint form.  ACT investigates complaints received no more than 90 business days after the alleged incident.  The complaint form and procedure to file a complaint are available on the COA website at amarillo.gov. 

The complaint must contain, but not limited to, the following information: 

  • Name, address and telephone number of complainant
  • The basis of the complaint (race, color, national origin)
  • The date or dates on which the alleged discriminatory event or events occurred
  • Statement detailing the facts and circumstances of the alleged discrimination
  • Names, addresses, and telephone numbers of persons who may have knowledge of the event 
  • Other agencies or courts where a complaint may have been filed with contact name and telephone number 
  • Complainant’s signature and date

Once the complaint is received, ACT staff will review the complaint and an acknowledgement letter will be sent out within 72 hours informing him/her of our plan of action. The Transit Department’s investigation will include a review of the security camera audio and video and interviews from the complainant and other applicable witnesses – including ACT staff members. ACT has 14 business days to investigate the complaint.  If more information is needed to resolve the complaint, ACT may contact the complainant.  The complainant has 30 business days from the date of the letter to send the requested information to the investigator assigned to the case.  If the investigator is not contacted by the complainant or does not receive the additional information within 30 business days, ACT can administratively close the case.  A case can be administratively closed also if the complainant no longer wishes to pursue their case.

After the investigator reviews the complaint, one of two letters will be sent to the complainant: a closure letter or a letter of finding (LOF).  A closure letter summarizes the allegations and states that after completion of the investigation there was not sufficient information to determine an ADA violation and that the case will be closed.  An LOF summarizes the allegations and the interviews regarding the alleged incident and explains whether additional training for ACT staff or other action will occur according to the City of Amarillo’s progressive disciplinary action guidelines.   If the complainant wishes to appeal the decision, he/she has 30 days after the date of the letter or the LOF to appeal to the Deputy City Manager who will respond to the appeal within 30 business days from receipt of the request.

If the response from the Deputy City Manager is not satisfactory, he/she may then appeal the decision to the final level of appeal – the City Manager.  The City Manager will respond to the appeal within 30 business days from receipt of the request.

Americans with Disabilities Act (ADA)​

Highlights our commitment to accessibility for individuals with disabilities.

Amarillo City Transit’s office is located at 801 S.E. 23rd Avenue and is accessible to all individuals with disabilities, through the main entrance of the building. There is an access ramp located to the left of the main entrance.  Parking for individuals with disabilities is available at the main entrance, of the facility.  Amarillo City Transit is equipped with accessible restroom facilities.  Individuals with disabilities who require special accommodations or a sign language interpreter must contact Amarillo City Transit at 806-378-3095 or the TTY though Texas Relay Services at 7-1-1.

Amarillo City Transit Transfer Station is located at 219 S. Fillmore Street and is accessible to all individuals with disabilities through the two main entrances.  Access ramps are located at the southeast and southwest end of the facility along Fillmore Street and at the southeast end of the facility.  The transfer station is equipped with accessible restrooms.  Individuals with disabilities who require special accommodations must contact Amarillo City Transit at 806-378-3095 or the TTY though Texas Relay Services at 7-1-1.

Amarillo City Transit operates a fixed route service and a demand response curb-to-curb service.  All designated bus stops along the fixed route patterns and all fixed route buses are accessible to individuals with disabilities.  All fixed route buses are lift-equipped and have two onboard wheelchair securement areas.  Five fixed route buses, the El Dorado National buses, are equipped with a kneeling system that lowers the first step of the bus to curb level.  Individuals with disabilities preventing them from boarding a fixed route bus by climbing the three twelve inch rise steps may request the driver to board the bus on the wheelchair lift as a standee.  All fixed route buses are equipped with an automated stop announcing system that announces major bus stops and major intersections, over an internal speaker and LED scroll sign.  The automated stop announcing system announces the route name and number on an external speaker when the front entrance/exit door is opened and announces the points of interest along the fixed route when parked at the transfer station.  All fixed route buses are equipped with front and side mounted destination signs.  Fixed route bus drivers will provide minimal assistance within Amarillo City Transit policies and procedures to passengers with disabilities upon request.

Amarillo City Transit demand response, Spec-Trans vans are accessible to individuals with disabilities.  All Spec-Trans vans are lift-equipped and have three onboard wheelchair securement areas.  Spec-Trans van operators will provide minimal assistance within Amarillo City Transit policies and procedures, to passengers with disabilities upon request.

Accessibility Statement

Amarillo City Hall is accessible to individuals with disabilities through its main entry on the south side (601 S. Buchanan St.) of the building.  An access ramp leading to the main entry is located at the southwest corner of the building.  Parking spaces for individuals with disabilities are available in the south parking lot.  City Hall is equipped with restroom facilities, communications equipment and elevators that are accessible.  Individuals with disabilities who require special accommodations for a sign or other language interpreter must make a request with the City Secretary two business days before the meeting, by telephoning 806-378-3013, or the City TDD telephone number at 806-378-4229.
