Provisional Permit Guidance
After a property has been declared dangerous, the property enters the Provisional Permit phase. A Provisional Permit is required for renovation or demolition. A Provisional Permit allows the property owner to begin addressing the conditions that caused the property to be declared dangerous while working toward compliance with building safety requirements.
Permit fee information can be found on the Building Safety Fees webpage and includes building, plumbing, mechanical, and electrical permits.
Renovation of Dangerous Structure(s)
The Provision Permit process for renovation requires the following:
- Application for Permit: Must complete the entire application. If any item does not apply, indicate N/A.

Pre-Provisional Inspection
Before beginning repairs, Building Safety will complete a walk-through inspection to make sure your Statement of Work matches what’s needed to bring the building back to certification standards. This step helps focus efforts on what’s truly required, saving you time and money.
Demolition of Dangerous structure(s)
If demolition is required for a declared dangerous property, the items below outline what must be completed before requesting a Provisional Demolition Permit.
Please note: This list is intended as a general guide. Additional documents may be required depending on the project and scope of work.
Water and Sewer Tap Abandonments: Before demolition begins, existing water and sewer taps must be properly abandoned through the City’s Water Distribution Department. Property owners must contact the department at 806-378-6826, and all tap abandonment fees must be paid before requesting a Provisional Demolition Permit.
Registered Demolition Contractor: All demolition work must be performed by a contractor registered with the City of Amarillo or by an owner who has obtained registration as a demolition contractor or residential remodeler. Details on licensing and bonding requirements can be found at amarillo.gov/provisionalpermits.
