The Amarillo Housing Authority (AHA) will open pre-application enrollment for the Housing Choice Voucher Program (HCV) Waitlist Lottery beginning at 9 a.m. on August 6.
The HCV Program (previously known as Section 8) provides rental assistance for low-income individuals and families. All applicants have an equal opportunity for selection in compliance with U.S. Department of Housing and Urban Development (HUD) regulations. Selection will also reflect the application of local preferences as outlined in the AHA Administrative Plan.

AHA will maintain an open waitlist, allowing individuals and families to complete a pre-application any time following the opening of the pre-enrollment period.
Only one pre-application per family will be accepted. Submission of a pre-application does not guarantee placement. Paper applications will not be distributed or accepted.
Households needing assistance with the online pre-application process may contact the City of Amarillo (COA) Community Development office at 806-378-3098 or attend a help session at the Community Development office at 808 S. Buchanan St. Help sessions will be offered on Mondays, Wednesdays and Fridays between 10 a.m. and 1 p.m.
Households must login to their application portal to check their waitlist status. Qualified applicants not selected following the initial lottery will remain on the waitlist. Applicants who are denied due to ineligibility may resubmit a pre-application if the household status changes.
Applications chosen during the lottery will be randomly assigned applicant ID numbers and ranked using the following local preferences:
- Previous termination due to insufficient funding of the HCV program.
- A disaster within the upper 26 counties of the Texas Panhandle.
- Resident of Amarillo, Texas.
- Homeless/at-risk of homelessness with service referral.
- Victim of violence as described by the Violence Against Women Act (VAWA).
- Elderly (62-plus).
- Disabled.
- Family with minor child.
- Working families.
- Educational advancement.
Applicants will be required to provide documentation for any preference applied.
