NEIGHBORHOOD SERVICES DIVISION
The Neighborhood Services Division of Building Safety is designed to
keep the City of Amarillo clean and safe. These programs regulate overgrown
weeds/tall grass, accumulation of junk and debris and junked and abandoned
vehicles. There are also programs to deal with sub-standard buildings and
the condemnation of buildings. See below for further details of these
programs.
NUISANCE ABATEMENT PROGRAMS
JUNK VEHICLES

In accordance with State Law and Municipal Ordinances
(Chapter 8-4), it is unlawful for any property owner or occupant to allow a
junked vehicle on his property. A junked vehicle by definition is a vehicle
that is self-propelled and:
(1.) does not have lawfully attached to it:
(a) an unexpired license plate; or
(b) a valid motor vehicle inspection certificate; and
(2.) is:
(a) wrecked, dismantled or partially dismantled, or
discarded; or
(b) inoperable and has remained inoperable for more than:
(I) 72 consecutive hours, if the vehicle is on public
property; or
(II) 30 consecutive days, if the vehicle is on private property.
A "junked vehicle" can be kept on the property if it is in
a garage or behind a visually screening fence.
WEEDS / TALL GRASS

In the City of Amarillo, it is every property owner’s
responsibility not to allow grass, weeds or any plant that is not cultivated
to grow in rank profusion on the property, along the sidewalk or street
adjacent to said property or in the alley or easement adjacent to the
property. (Section 8-3-118)
A property owner is responsible for maintaining between
the sidewalk and curb and to the middle of the alley.
TRASH, JUNK & DEBRIS

It shall be unlawful for any owner or occupant to permit
the accumulation of rubbish, trash or solid waste or excessive junk and
debris on their property. Excessive debris includes, but is not limited to,
discarded furniture, fixtures, scrap building materials, motor vehicle parts
and tires, lumber or metals and appliances. (Section 8-3-116)
Large trash items and tree limbs may be placed behind the
fence of your property for pick up by the Solid Waste Department. You can

SUBSTANDARD BUILDINGS / CONDEMNATION OF BUILDINGS

The City of Amarillo handles abatement of substandard
buildings. Substandard buildings are those that are unoccupied, structurally
unsafe, constitute a fire hazard, endanger persons or property or are
otherwise dangerous to human life. After proper notification is sent to the
property owner, agent, or other interested parties, and the owner fails to
comply with the written notices, the Building Official will present the
building or structure to the City Commission for condemnation.
OTHER AREAS OF INTEREST
SNOW REMOVAL
Section 4-6-184 of the Amarillo Municipal Code requires any person in charge
or control of any building or lot abutting a sidewalk to remove or cause to
be removed any snow and ice on the sidewalk in a path of no less that
thirty-six (36) inches in width. The snow or ice is to removed in all
business districts within the City by two (2) business hours after the
cessation of any fall of snow, sleet, or freezing rain or by the beginning
of business hours of the next business day.
Snow and ice shall be removed from all other sidewalks
within twenty-four (24) hours of cessation of any fall of snow, sleet or
freezing rain. If the snow and ice on a sidewalk has become too hard that it
cannot be removed without damage to the sidewalk, the owner will put enough
sand or other abrasive to make travel reasonably safe. As soon as possible
afterwards, the sidewalk shall be cleaned thoroughly.
This ordinance applies to public sidewalks only.
GARAGE SALES
Within the City Limits of Amarillo, a permit is
not required to have a garage sale. Municipal Ordinance (Sec. 14-6-51
through 53) does restrict the time and number of occasional sales. An
occasional sale is limited to the hours between 7:00 Am and 8:00 PM.
Occasional sales are limited to no more than two (2) sales in a twelve (12)
month period lasting no more than three (3) days each.
PARKING OF SEMI-TRAILERS, TRAVEL TRAILERS, ETC. IN
STREET
According to Sec. 16-3-194 of the Amarillo Municipal Code,
the parking of commercial vehicles with a rated capacity of over one (1) ton
(including semi-tractor trailers) in a residentially zoned area is not
allowed. Motor homes, travel trailers, boat or stock trailers or other type
of trailers are not allowed to parked in the street, alley, parkway or
boulevard for a longer continuous period of seventy-two (72) hours. |
