PERMIT FEE INFORMATION

This information sheet is provided as a tool to explain how permit fees are calculated and to describe various types of permit fees. This information is not all-inclusive. There are times when these fees can and need to be adjusted according to the type of project being permitted, the amount of work involved, etc. To give you information on how to determine your cost of construction, the following definition is provided.

BUILDING PERMIT FEES

Building Permit Fee: The fee for a building permit is calculated as a fraction of the total Cost of Construction* for the project as shown below.

$ Value × 0.0030 = Permit Fee, Rounded to whole dollars.

The permit fee cannot be less than the minimum fee shown.

Minimum Permit Fees:

    • New construction: One hundred twenty dollars ($120.00) plus forty dollars $40.00) times the number of other permits required for electrical, plumbing and HVAC work.
    • Remodels and Additions: Sixty dollars ($60.00) plus forty dollars ($40.00) times the number of other permits required for electrical, plumbing and HVAC work.

*Cost of Construction involves all of the following: Plans preparation, site development, footings, floors, framing materials, finish work (including any built-in cabinetry or bookcases), drywall, electrical, plumbing, mechanical, roofing, exterior façade, landscaping, paving (including sidewalks), labor associated to each of these items, etc. Basically, any cost you expend in the construction of the project.

The value of the project is either the value stated by the applicant, or, when in the opinion of the Building Official, the stated valuation appears to be significantly understated, the valuation may be calculated based on the most recent Building Valuation Data published by the International Code Council as modified by the City (see hyperlink below).

Our department analyzes your stated construction cost using the average cost of construction for each type of building or project as well as the type of materials being used.

Plumbing Permit Fees not associated to building permits:

When more than one (1) of these service lines is replaced at the same time the fee shall cover all the lines that are installed and inspected at the same time. If the lines are not ready for inspection at the same time, re-inspection fees for additional inspections will be required.

Examples of construction costs and permit fees.

For those planning on constructing a building classified as a Commercial project, it is helpful for you to know there are 26 different types of Occupancy classifications and 9 different types of construction. For those who are constructing a residence, the process is simpler, as all are residential 1 & 2 Family and most are constructed of wood (Construction classification V-B). There are exceptions.

Following are examples of how to calculate commercial construction costs and permit fees.

  • Example One: You have a proposed commercial building that is going to be used as a storage building (Occupancy type S-1), that is going to be 6,000 square feet in size. You plan to use structural steel and concrete (Construction classification II-B). The national average cost of construction for an S-1 type of structure of II-B type construction is $75.54 per square foot. 6,000 x $75.54 = $453,240.00.
  • Example Two: You have a proposed commercial building that is going to be used as an office building, (Occupancy type B), that is going to be 6,000 square feet in size. You plan to use structural steel and concrete (Construction classification II-B). The national average cost of construction for a B type of structure of II-B type construction is $137.72 per square foot. 6,000 x $137.72 = $826,320.00.

Now you have your cost of construction, you want to know what your permit will cost. The formula to determine that is as follows: Cost of Construction time’s 3/10ths of 1 percent. Let’s use our examples above

Example One: $453,240.00 x .0030 = $1,359.72 rounded to $1,360.00 permit fee

Example Two: $826,320.00 x .0030 = $2,478.96 rounded to $2,479.00 permit fee

There are fees associated to other activities such as an appeal to the Construction and Advisory and Appeals board on an unfavorable decision or when the applicant wishes an Expedited Review. These fees are non-refundable in nature.

a.     Construction and Advisory and Appeals Board application: . . . $150.00

There are also fees associated to renewals of permits where the applicant has allowed the permit to expire where work has not commenced or inspections requested within the specified time limits shown below. To aid our customers, we have included here, information of the time limits of permits as well as information on the renewals fees. Exceptions may be granted for justifiable circumstances on a case by case basis.

PERMIT RENEWAL FEES

Not more than sixty (60) days after expiration date: $40.00
Sixty-one (61) to not more than one hundred eighty (180) days after expiration One-half (1/2) original fee, but not less than $40.00
More than one hundred eighty (180) days after expiration date New application and at full price

An expired permit that is renewed as above, and later expires again due to time limitations shall not be eligible for any subsequent renewal, but shall be subject to a new application and fee.
